Proposed Clean Car Standard and Clean Car Discount for New Zealand

Earlier this month the Ministry of Transport issued a discussion paper entitled ‘Moving the light vehicle fleet to low emissions: discussion paper on a Clean Car Standard and a Clean Car Discount’. Comments and submissions are called for and must be submitted before 20th August 2019.

Submission Deadline: Tuesday 20th August 2019

We urge you, as Trust supporters, to take some time to submit a response.  We all understand the importance of transitioning away from ICE vehicles to EVs, but there are many who will act to oppose it. We need people like you to stand up and make your voice heard, to let the government know it is on the right track and to drown out the nay-sayers.

The Ministry discussion paper is thorough, and the timescale seems too far in the future for our liking, but we have to understand that Government grinds slowly. Nevertheless we need some CO2 emission targets if NZ is to conform to the Paris Agreement – and changing the NZ light vehicle fleet composition is a big step in that direction.

We all understand the importance of transitioning away from ICE vehicles to EVs, but there are many who will act to oppose it. We need people like you to stand up and make your voice heard, to let the government know it is on the right track and to drown out the nay-sayers.

The Trust has published https://www.leadingthecharge.org.nz/submission_guidelines a very comprehensive response document that lays out all the questions the paper asks, with explanations of the question followed by the answers the Trust feels appropriate.  We are not suggesting you blindly agree with all these answers;  we merely ask you to follow your instinct and respond honestly.  We would hope that you would all wish to increase the uptake of EVs in New Zealand's light passenger vehicle fleet.

The Ministry of Transport has two options for making your views heard :-

  • a survey that you fill in on- line – which comprises 29 questions with a yes/no response required and the option of adding some text explaining your reasoning/viewpoint - this survey is entirely anonymous and is the recommended method for individuals
  • a formal submission by email sent to cleancars@transport.govt.nz-  which would include details of the author(s) – more suited to organisations

We as the Trust will make a formal submission explaining our position on these topics and will furnish full details as to the Trust’s aim regarding the uptake of electric vehicles.  I personally have completed the online survey using the response document as an aide memoire.

The full MoT discussion paper can be found here:- https://transport.cwp.govt.nz/clean-cars/

Note: You should only make a submission if you hold a NZ passport or are resident in NZ

Thank you.
